I love A Christmas Story and to think The Wonder Years came out few years after the movie was made in the 80s. Do you think it was a rip off of this movie or was it just a original show?

It is not a rip off, the two couldn't be more different. But in the same universe sure

Yes. There's a number of related public TV specials that are based on the same Jean Shepherd stories Christmas Story is drawn from, including Phantom of the Open Hearth and The Great American Fourth of July and Other Disasters.

They both seem similar as there about two adult males in there 30s looking back over there life as kids or teens
