Unrelated question. Does he go to college and move out?

Tommy does go to college (Arizona State) and move out. But I dont think they have an episode that shows him moving out. But Tommy really fades into the background as the series goes on. However he shows up and still has a few episodes with him as the main character. In one episode Tommy comes back from college to give Mel some business advice based on his college courses and it leads to disaster. But even before college Tommy disappears in many episodes. In another episode Tommy gets into trouble in college and gets arrested.
My memory is its assumed Tommy is away at college but I cant recall a moving out day episode.

I remember him being tall and was wondering was he like Willis and slowly phased out since he is college age and no longer under 18

Im not surprised he was a full grown man by that time, he had to be 20 or 21
