The second set of clues could be either, but the three song titles were meant to evoke Niles obsession with Daphne in the earlier seasons. I don’t see them really fitting Frasier.

Actually I think the clues fit both, Frasier and Niles.
Frasier was introduced as a new love interest of Diane Chambers
on Cheers.
