Default Andy was very inconsistent

Andy was very inconsistent in how he followed the law,
the darlings kidnap Aunt B and he doesnt arrest them,
fred Plummer threatens barney right to andys face and andy does nothing
not to mention he has barney as a deputy only because he's andy cousin even though Barney is incredibly incompetent.
but he drives all the way to some city to arrest a newspaper owner.

Actually, a city the size of Mayberry +5K wouldn't have a sheriff cities dont have sheriffs it would have a police chief with a police force perhaps a half a dozen cops or so.

There was an inconsistency with the population of Mayberry. In one episode, it was stated the population was 5K, but in another episode it was 2K.

Yeah The Darlings should have been arrested for a number of reasons, also trying to force Andy to marry the daughter

And Fred wanting to fight Barney would be totally illegal... I understand back then, men probably used their fists more BUT that's if both parties wanted to fight, Barney obviously did NOT want to fight
But if I remember right, Andy did tell Barney to just say the word and he would run Fred in, but Barney didnt' want that

And in the very last episode aired (pretty much Mayberry RFD by then with Ken Berry dominating the story) when the gang welcomes the Italian family who were moving in with Sam at the train station, the exact population and elevation of Mayberry is shown on the train station wall.

I forget the figure, but there it is, the official count.

Of course, this seems to be the first time the train station was shown as far as I can remember, usually folks travel by bus to and from Mayberry.

And of course Andy lets two jail cells filled with criminals free for "Christmas break" in the Ben Weaver Christmas episode.

You have Howard trying to prove a point that Mayberry needs better law enforcement than Goober, the part time sheriff. So Howard robs the bank and there's no consequence for his act of terror (I agree with the Mayberry RFD thread which suggests that Howard should have had a trial and punishment for pulling such a stunt).

That and Howard digging up Goober's gas station in search of dinosaur bones (a later episode from season 3) went unpunished, both thanks to wishy-washy Sam Jones.

Howard should have probably gotten probation for the first offense, and the second offense should have generated something more serious. Episode title could have been "Howard, the Habitual Criminal."

Sounds like a good one, I haven't seen any Mayberry RFD episodes since the first run so many years ago, hopefully they will pop up on one of the retro networks again soon.
