Inspector Frank Luger - old guy who visits

Det. Janice Wentworth (a few episodes) - dark, frizzy hair

Replacements:
Sgt. Arthur Dietrich (replaced Fish) - glasses
Det. Carl Levitt (replaced Nick) - short

Short-timers:
Det. Roz Licori (just a couple episodes) - looks like a suburban housewife
Det. Battista (just a couple episodes) - Puerto Rican, very short
Det. Dorsey (just a couple episodes) - young guy with big hair

I think that's all the significant ones. There's some one-episode people in the early going, including a black guy named Wilson who does some undercover stuff.
