I couldn't stand the guy he seemed to be in the way and always arriving at the worst time. He should have retired years before, he was a real pain in the rear and more annoying than Levit.

Lugar was SUPPOSED to be an annoying character - thank goodness he was only recurring because he would have been too much to deal with every single week. Anyway, it was always so funny whenever Lugar would launch into yet another one of his boring stories about "me and Foster, Kleiner and Brown" while all the other guys would silently slink away. James Gregory brought a lot of heart and energy into a role that could just as easily have been one-dimensional. "Poppycock, Bah-ney!!!"

James Gregory was BRILLIANT in the role. I always felt bad for him. He was a man so out of place and out of touch with the times, yearning for acceptance and to be back with his old friends like "Brownie". He was the last one of his peer group and just had so much trouble adjusting. He loved Barney so much-I think he thought of him as a son.

Hard to believe with all the bachelors in and around the 1-2, the one who ended up tying the knot in the series finale was...Lugar?? He also took the famous photo of the Racket Squad in Barney's office home - "for the living room".

When the show was first on I HATEDDD his character. Could not stand when he was on. But in the following years when watching it I actually like him now and think he's pretty damn funny and think Gregory did a good job making him so annoying!!

I liked Luger, although he seemed to be appearing too frequently in the last couple seasons. His conversation with Barney in the episode where they wanted to demote him to captain was funny:

Inspector Frank Luger : They gave me a choice. They said, "Frank, now, look... you can retire now as Inspector, but you're welcome to hang around, but if you do you will hanging around as Captain".

Capt. Barney Miller : I see.

Inspector Frank Luger : They figure they can shame me into quitting, by busting me down to Captain. Lousy, stinking, Captain.

I am a big fan of Barney Miller since childhood.

I still watch the show today online. Lugar was by far and only least favorite character. When Lugar walked in I sort of sighed because some of the episode was about his character which I found grating and again, the only one I didnt really care about. Even in the series, the character was an annoyance.

Nothing against the actor (and he was good in some things and was even in The Planet of the Apes as an Ape) his character was annoying here.
