I agree, this is a solid episode. I love when this show dives fully into surrealism. The writers really have a talent for taking a situation that on its face is totally absurd, but then placing it in an environment where everyone plays it completely straight and matter-of-factly. And Oliver, of course, serves as the self-aware, grounding voice of reason. That contrast is crucial to the humor of the show, and it's on full display here.
Agreed about the scene where Oliver is talking to the NASA official. I love when the story sets it up so Oliver sounds like the crazy one, when he's just trying to explain the lunacy that happened earlier in the episode.
