This was Nick At Nite when they did most known Block Party Summer blocks each Back in the mid to late 1990s and also in the year 2000.

Was the show called "Head of the Class" because Howard Hesseman was a pot smoker. As a young man he got into lots of trouble in 1963 for selling an ounce of pot in San Francisco and spent 90 days in jail and still coyly admitted to pot usage in his later fame.

It's not that unusual for Nick shows to air on nick@nite. I was surprised to see Rugrats aired on nick@nite especially for 2000 party crasher Fridays. SpongeBob currently airs on nick@nite that regularly started 2018, and not counting for special themed ones that had nick@nite brand... in 2000s or something.
