The Shirley character was so pivotal to this show. She was the one that put the kids in their place. She had great comedic timing. In season 3 she turned into the mother of the house (sort of).
She provided for a few good episodes about herself but just imagine the show without the smart a** waitress. It would not be nearly as good.
IMHO she was so pivotal to the show.

Definitely more pivotal than the mother

Shirley: "Dwayne when you go to the newsstand do they lend you a hamburger?

I was watching a What's Happening reunion from the 90s on youtube. They originally cast Mabel King as the waitress. After her role was switched to the mother, they needed someone for a waitress. Jimmy Walker helped Shirley get the role.
