Default Didn't really see a need for Mr. Angelino on camera once Jack got his own restaurant

Because it seemed like it kept Jack from being in a leadership role on the show even after he got his restaurant. Mr. Angelino was always talking about not renewing his lease and where is the rent. Why couldnt the Jack tripper be like Mr. Angelino once he got the Bistro? Seemed like once he got the Bistro he was still in the kitchen cooking and cleaning. We did ever see Mr. Angelino doing that at his restaurant?

Jack never seemed to come off as the Boss even on Three's a Crowd

The show needed a foil for Jack. Mr Angelino over the years was always a source of conflict for Jack. When the Ropers left other characters tried to fill that void.

Mr. Angelino was sort a replacement for Dean Trevors, I think, so I guess they felt they needed that role for Jack to interact with

Angelino OWNED Jack's Bistro so he had to be there as Jack's landlord.

He could have been the owner off camera so that jack can be in a leadership role

Much of the comedy was derived from Jack getting into trouble with a superior and going to lengths to correct the situation... If Jack was the boss, that aspect might be gone
