What was Leo’s mental difficulty? He is just said to be “ retarded”. So I would guess he had a very low IQ.

I wouldn't say "very low IQ". His intelligence was high enough that Blair didn't realize he was mentally challenged for a while, and even afterwards, she thought she could "improve" him. If Leo's IQ was below 67, he would be considered ********, but there are more higher-functioning mentally disabled people with IQs up to 79. Above that, people are just considered "normal".

Very clever point of view Retro!

LEO was obviously not ********: he was just a bit slow (as ROY had told them) otherwise BLAIR would definitely have noticed.

He would be considered "Learning Disabled". He was functional enough to where he could hold down his own job. Not one of the better written episodes of the series. Even then they were moving away from the word "********".
