Did George Wendt Not Want to be a Series Regular?

Or was the WB too cheap, stupid, and ageist to pay for him full time? We know they hated old people (at least on Sabrina), with how horribly the aunts were treated. George was good in the few episodes he appeared. Him being on consistently would have helped make the college seasons better than the mediocrity they mostly were. For those who blinked and missed it, George Wendt played Sabrina's boss on a handful of season 6 episodes.
