Why, in an early ep, does Todd Packer have to be chauffeured around the city?

Todd Packer took too much Viagra which resulted in a ten hour erection making it difficult for him to determine which was his parking brake and which was his "stuff." So he was chauffeured around town by Kevin who thougt the whole situation was hilarious.

What made Michael re-think his decision to dump Jan after a day at the Steamtown mall with the girls?

Jo is actually just a puppet of Gabe's. Gabe is the actual master-mind of Sabre. He dictates orders to Jo and she merely spits them out as if they are her own managerial ideas. For personal reasons, Gabe does not want anyone to know that he is actually in total charge.
