Seems odd that she would keep that to herself, especially since the police were involved. Of course, then they would have had to expel Jo.

I can't take this anymore!" and went back to the dorms to live with the well behaved Lost Girls. ![]()

Why should she have reported Jo for shoplifting at a store? Unless Jo committed a crime on school grounds, it's not the headmaster's business.

I think it's because Jo wasn't doing something criminal to be "bad". Her heart was in the right place; she was doing this for Mrs. Garrett. She just needed guidance in knowing she doesn't have to resort to stealing to show someone she cares.
As for Tootie, like cfr said, she probably wanted to see what the hell was going on first. And she was going to report them until Blair came up with the idea of her punishing them instead. And she was overwhelmed saying there was no way she could punish them harshly enough, but she was willing to give it a shot, and did. And, like cfr says, got all scary and threatening saying, "But girls*, next time you pull a stunt like this, you're on your ooowwwnnnn....." [door click] *("girls" or "bitches," depending on if you're cfr reading this. )Well the Chugalug wasn't on school grounds either. Both were crimes in the community. I guess she figured since they were already busted and "chained" on probation, she could handle this single incident involving a wayward girl who had a good intention but just the wrong action. |

I think she didn't say anything on both occasions to Mr. Harris/Mr. Parker because the girls were on probation and the situation could have been worse

I trust Mrs. Garrett's judgement. There are times when she referred things to the headmasters (marijuana, hot-wiring vans, and assaulting a police officer), and times when she handled the punishments herself (beer, paint, and shoplifting). Why would Eastland have put her in charge of he Core Four if she had to report every single violation to the headmaster?

She also didnt report Sue Ann for smoking weed, they didnt tell her but I'm sure she had suspicion.
