Donald is pretty much 50 % a duck, who has no problem with being nude, and 50 % a human, who feels a need to always be decent. Or if we put it this way: Donald will mostly have no need to cover his lower body, since he's a cartoon animal. But he must also act like a human to a large degree, so we can relate to him. And we humans will wear bathing suits and cover ourselves with towels, so he will do so too when it suits the story.

Now that I think about... Mickey Mouse and Donald Duck must share the only shirt and pants they had....Mickey got the pants and Donald got the shirt.

Now, if we could just figure out WHY Superman wears his underwear over his costume?
