Can anyone tell me what episode it is where a man and his daughter end up in Chicago, and the kids find her picture on a milk carton?

The episode title is "Milk Does a Body Good" from Season 2.

I believe the "Milk Carton Girl" was none other than Candace Cameron who later went on to play DJ Tanner in Full House.

That was indeed a pre-Full House Candace Cameron (Bure).

Amusingly, Candace's Full House and Fuller House co-star, Andrea Barber, actually appeared in a Punky Brewster doll commercial.
