It depends really. In makeup? I would say Morticia (Carolyn Jones)
Out of makeup? I would say Lilly (Yvonne DeCarlo) She was hard to beat with that amazing face of hers.

There is a Greek fable about a donkey when presented with two bales of hay, cannot decide between the two which would be more luscious and eventually starved to death as a result of his indecision. This question you pose reminds me of this fable...
While Morticia Addams is one sexy looking shiksa, wiggling around the foyer in that tight dress with hips like a snake, obviously knows her way around the boudoir, Lily Munster's got that down-home corn-fed tuchas, with enough meat on them bones to satisfy my monster needs anyday.
