I stand corrected. The Hartley's moved from the 5th floor to the 20th floor (Apt 2080). However, in Season 1, we heard that the Hartley's building only has 16 floors. The tenth floor burned in a fire in Episode 10 ("Anything Happen While I Was Gone?").

Buy yourself a set of DVD's and you can watch the episodes at any time of the day or night that you'd like to. I just finished watching seasons 5 and 6, plus the 1991 19th Anniversary Show, and did so over a period of 5 days. (Seasons 5 and 6 were released, through Shout! Factory, a week ago, 2/3/15.)
