It's true. They wanted her to stay a little girl even though she was developing. Tootie on 'The Facts of Life' had to have this happen to her as well. Also Kevin James from 'The King of Queens'.

Why on earth would Kevin James from King of Queens need to be taped down? It's okay for men to show. Tootie & Punky shouldn't have had to go through that either.
