Doesn't Fox also not program at 10 p.m., at least during their early years, as means of getting around FCC requirements:

I kind of consider FX's original programming to the the defacto, 10 p.m. Fox programming.

Fox should've added a 10pm hour the moment it became a major network. I would've loved to see the network have as many shows as the Big Three. I'm not saying they should be exactly like the Big Three because I never wanted them to aired daytime soaps or a evening newscast, but we needed more innovative shows back then, and Fox was the only network that was willing to give us that. Now it's too late for them to expand because network shows no longer do very well at 10pm, especially now that they're being counter-programmed by quality cable shows.

The one thing that does surprise me that Fox still doesn't have a late-night talk show. I know they failed with Joan Rivers and Chevy Chase, but that was when they were a small station. Too bad Conan chose TBS over Fox.

From my immediate understanding, Fox told Conan O'Brien that they wouldn't give him an 11:00 p.m. spot (at least at first, but maybe they would let him be on FX) because their affiliates at the time didn't want to give up on the lucractive rerun money that stuff like Seinfeld provided.
