Can some please tell me who was the second Captain on Hunter he had Yellow Hair and he was alway's after Hunter to wear a Tie.

Captain Wyler, played by Bruce Davison from 1985 to 1987.

Technically, he was the third captain. The second captain was actually Captain Dolan, played by John Amos from 1984 to 1985. Also, Davison only lasted until 1986, after which he was replaced by Charles Hallahan as Captain Charlie Devane.
