At what point did TV networks and local stations become afraid to program hourlong shows at mid-hour?

I don't know, you think it would be good counter programming to have some shows overlap into the following hour. Its worked wonder for young and the restless airing at 12:30 on the east and west coasts all these years. I also kinda miss the 90 minute talk and variety shows.
