I once heard that around the end of Car 54, Where Are You?'s second season, Joe E. Ross started to get sick and couldn't come to work, so Al Lewis filled in for him. Is this true?

No, that can't be true! Joe E Ross and Al Lewis were separate characters, you couldn't fill in for either of them. Besides, I have seen all the episodes and Al and Joe were in them right to the end episode, so I don't know were that rumour comes from.
