It's from a season 1 episode and you should be able to catch it still tonight, Thursday, October 9th. She played a girl who was fixed up with Spence (who's a bit of a loser) so she kind of was too. She had a haircut like Jim Carey had in Dumb and Dumber. Until she spoke to Arthur, I didn't even recognize her. This was from 1998.

The voice is a dead giveaway. She looked horrid with the 'do, but they had to for Spence's sake, otherwise how would he even come close to getting her.
The King Of Queens makes it to DVD on November 18th if you want to get season 1. I've actually been less than impressed with the first season so far, as they've been running the repeats the last two weeks. It really got better come season 2. But if you get the DVD then you get the episode with Constance which is ep. #12... ----------------------------------------------------------------------------------- 12.
