Top CBS executives approved a musical skit where Janet Jackson would expose her breast during the MTV-produced Super Bowl half-time concert, the DRUDGE REPORT has learned.

"The decision to go forward went to the very top of the network," a well-placed source explained from New York.

The groundbreaking scene came during the most-watched television broadcast of the year -- and during the dinner hour for the nation's west coast viewers.

Officially, CBS drew distance from the show: "CBS deeply regrets the incident that occurred during the Super Bowl halftime show," the network said in a release. "We attended all rehearsals throughout the week and there was no indication that any such thing would happen. The moment did not conform to CBS broadcast standards and we would like to apologize to anyone who was offended."

In a press release before Sunday's game, CBS's sister outlet [VIACOM's] MTV promised "Janet's Shocking Moments."

"I'll get you naked by the end of this song," sang performer Justin Timberlake, moments before he ripped off Jackson's top, exposing a bare breast -- the nipple covered by a tassel.

CBS's main New York switchboard was immediately bombarded with complaints about the stunt, network sources said late Sunday.

The NFL claimed outrage over the stunt:

Statement by NFL Executive Vice President Joe Browne regarding the Super Bowl halftime show: "We were extremely disappointed by elements of the MTV-produced Halftime show. They were totally inconsistent with assurances our office was given about the show. It's unlikely that MTV will produce another Super Bowl halftime."

Of course....Now you won't see the replay in the US, as many networks who will be on this story will add the fuzzy squares instead. If you live near the Canadian border, and missed Janet Jackson's Tit Clip, I recommend to watch CBC, CTV, or Global News this evening instead. As the Canadian TV networks won't edit that portion out. ;)

Well CNN blurred it out a few minutes ago. I'm watching CITY-TV (in Toronto) right now, and they did not censor Janet Jackson's bare boob. So I'm assuming other U.S. TV stations will follow that (CNN'S Example) this evening.

NEW YORK - CBS apologized on Sunday for an unexpectedly R-rated end to its Super Bowl halftime show, when singer Justin Timberlake tore off part of Janet Jackson's top, exposing her breast.

"CBS deeply regrets the incident," spokeswoman LeslieAnne Wade said after the network received several calls about the show.

The two singers were performing a flirtatious duet to end the halftime show, and at the song's finish, Timberlake reached across Jackson's leather gladiator outfit and pulled off the covering to her right breast.

The network quickly cut away from the shot, and did not mention the incident on the air.

"I am sorry that anyone was offended by the wardrobe malfunction during the halftime performance of the Super Bowl," Timberlake said in a statement. "It was not intentional and is regrettable."

Wade said CBS officials attended rehearsals of the halftime show all week, "and there was no indication any such thing would happen. The moment did not conform to CBS' broadcast standards and we would like to apologize to anyone who was offended."

I missed it. I didn't watch the superbowl because I hate football, but I wish I would've seen the halftime show because everyone seems to be talking about it. I really want to see how much of her breast was exposing. So far I haven't seen any clips of it on TV.

I totally tuned out the halftime show once Justin took the stage so I missed the whole "exposure" incident, although a friend of mine did mention it to me during the 3rd quarter.

It's kind of convenient that they already have a statement by Timberlake so soon...

LOL... the exposure only lasted for about half of a second, the media is making it worse by adding more attention to it, especially web and broadcast news which keep on showing HQ's, and the video, over and over again.

It was such an obvious publicity stunt, and Justin Timberlake claiming it was a mistake is just so laughable.

The oddest thing was that when Janet was performing, I remarked to my husband that I was surprised she wasn't showing more skin. I swear I said that...because she was dressed in what looked like armour.

Then we get flashed. So stupid and inappropriate for a family sport's event aired so early in the evening.

It didn't really bother me, but if I had a couple of kids sitting next to me, I would have been bothered. You expect that sort of thing from an award's show on MTV, not at a Superbowl halftime show.

It was funny, but uncalled for. Justin came out with a statement saying it was a "wardrobe malfunction". Yeah right... doesn't he know when you rip a piece of clothing off someone that it is going to come off. Is he really that stupid? It's all over the news this morning. CBS said it was staged, but then apologized for it. That is what they get for allowing MTV to produce the show. The FCC came out ordering an investigation. What made this worse was it happened at 8pm ET, family hour, dinner hour on the West Coast. Totally inapproriate.

Oh please people. It's a BREAST! A breast. All women have them. They are always there, just covered up a lot of times by clothing. You saw Janet Jackson's breast, big deal. It's not like she took off all of her clothes.

Though, I must say, she is quite ugly. I think this was planned out. I bet the only reason she did it is because so many ladies younger than her have been receiving attention, so Janet decided to do something to stir up controversy. And it worked. All because of a breast.

It's a nice breast though. Too bad it's Janet's.

Though, I must say, she is quite ugly. I think this was planned out. I bet the only reason she did it is because so many ladies younger than her have been receiving attention, so Janet decided to do something to stir up controversy. And it worked. All because of a breast.

It's a nice breast though. Too bad it's Janet's.

I'm no prude; I'm not offended at all by breasts. I'd even go as far as to say that this country's stance on them is way too Puritanical for the twenty-first century. They get sexualized way too much.

It was just in bad taste how the incident happened - a man ripping clothing off of a woman on live national television after a sexually suggestive number full of bumping and grinding on stage, right on live national television (possibly the most-watched event of the year). That was why it was obscene, not the breast alone, in my opinion.

I have just read on Yahoo News and they have updated the story on the half-time show. It looks like now that fines may be involved due to the Janet and Justin spectacle. It says it could be from $27,500 to $275,000 for each CBS Station due to FCC Licensing fees. This is beginning to get interesting with each passing hour.

NEW YORK (AP) - Film director Spike Lee criticized Janet Jackson's surprise breast-baring during the Super Bowl halftime show last weekend as a "new low" of attention-getting antics by entertainers.

Meanwhile, Jackson issued another apology in a videotape released to the media. The pop star had apologized Monday night in a written statement.

"I am really sorry if I offended anyone. That was truly not my intention," she said. "MTV, CBS, the NFL had no knowledge of this whatsoever, and unfortunately, the whole thing went wrong in the end."

At the end of their duet Sunday, Justin Timberlake snatched off part of Jackson's bustier on stage, revealing a breast clad only in a sun-shaped "nipple shield" to some 89 million viewers.

Lee, speaking at Kent State University's regional campus in Stark County, Ohio, on Tuesday night, said there has been a decline in artistry.

He said it's not enough to be a good singer, and that entertainers "have to do something extra" - such as the openmouthed kiss Madonna gave Britney Spears and Christina Aguilera during the MTV Video Music Awards in August.

"What's gonna be next? It's getting crazy, and it's all down to money. Money and fame," said Lee, the director of "Malcolm X" and "Do the Right Thing.""Somehow the whole value system has been upended."

Jackson's spokeswoman, Jennifer Holiner, said a red lace garment was supposed to remain when Timberlake tore off the outer covering. But widespread questions remained about the intent.

The one-second flashing continued to cause reverberations Tuesday, as CBS said it would institute a video delay system to avoid any recurrence at the Grammy awards.

Timberlake, who is nominated for five Grammy Awards, is scheduled to perform on Sunday's telecast. Jackson is supposed to present an award.

"Unfortunately, we cannot count on those who appear on our air to live up to our standards," said Martin Franks, CBS executive vice president.

CBS faces a Federal Communications Commission investigation into whether the Super Bowl show violated decency laws, with potential fines of up to $27,500. If applied to each CBS station, the fine could reach into the millions.

FCC chief Michael Powell said Tuesday that the agency had begun a formal investigation, and a letter was sent to CBS. "It's well under way," he said.

All five commissioners expressed concern about the Super Bowl broadcast, but Powell declined to speculate on what the FCC would do once the investigation was finished.

Powell said he wasn't happy with the halftime show in general, which featured performances by Nelly and Kid Rock before the bump-and-grind duet with Jackson and Timberlake. Nelly gestured toward his crotch, while Kid Rock draped himself in an American flag-designed poncho.

Tom Freston, chairman of MTV Networks, said he welcomed the FCC's investigation, which he said will prove that the show's producers and broadcasters had no prior knowledge of the stunt. MTV produced the halftime show.

"We were really ripped off. We were punk'd by Janet Jackson," Freston said, referring to MTV's reality show that makes celebrities the butt of practical jokes.

It's probably caused more negative reaction in Canada than Janet Jackson's exposed breast.

That stunning Super Bowl beer ad featuring a long, provocative kiss in a bar between two women brought an apology today from Labatt Breweries.

Labatt said it had received "hundreds'' of calls about the ad, which resulted in complaints to the CRTC. The Canadian Broadcast Standards Council, a regulatory body that maintains standards throughout the industry, is investigating.

The apology is for the timing of the ad, not for the content, Labatt spokesperson Nigel Miller told thestar.com today.

"We're sorry it ran as early as it did (just before 9 p.m.)" on Sunday's Super Bowl telecast, Miller said. "For those who don't like the content, where I've been able to, we've talked about the content and listened. We don't want to be in the position where we offend people."

Miller said that the intention was for the ad to run later in the game, but Labatt had no control over that.

He told thestar.com today that "hundreds" of calls have poured in to the company, about half in support of the ad, he said. "It's about 50-50 negative and positive," he said.

Miller admitted, however, that Labatt has listened to the complaints.

The company is now gauging public reaction before deciding whether to pull the ad.

"It's only run twice," he said. "It was intended to run very late. We have apologized for that. It was supposed to run near the end of the game. It's live television, and they fit spots in where they can, so there's no fault."

In the ad, a woman kisses the other to transfer some lip gloss onto her companion's lips while a group of men look on with enjoyment.

Many people were offended because they assumed the women were lesbians, Miller said.

"That wasn't necessarily the case at all."
