The kids were supposed to be with them until his sister got better in rehab. If the kids were in foster care, then Stacy's rights would've been terminated after 2 or 3 years. But after 6 years, one would think that Wanda and Bernie should've made it official by going after legal guardianship permanently or trying to adopt.
