It was apparently a pilot for a separate show that would focus on the home life of one of the detectives each week. I think "Fish" emerged from that idea. The girl, Darlene Parks, didn't have much TV/movies experience, and this is her last credit on IMDB.

"Wojo's Girl" was a special hour-long episode (from season five) that also doubled as a backdoor pilot for a proposed spinoff series that sadly never materialized; if my memory serves me correctly, the spinoff's tentative title was "Off Duty." The ultimately aborted spinoff would've focused on the personal lives of the 12th Precinct detectives off duty (hence its title).
