Rose Nylund (I've never seen the Golden Palace but from what I've heard she really became a stronger character)
Rachel Green (at the start of the show she was a spoiled little girl making it out on her own for the first time and now she works at Ralph Lauren and has a baby to take care of)

I disagree with the Fonzie. I always felt he was always tougher and cooler in the beginning with his mysterious mystique. Then, when Richie left he got a steady girlfriend, tried adopting a kid...he turned into a softie.

I dunno, when happy days was young, fonzie was cool, but he was also just a kid, too, and screwed up a lot like the other kids did. When the show found out what audience response was, thats kind of when he seemed to become a comic book superhero. Which is ok by me, because i think happy days was on the air so long, because it changed just enough to stay fresh: earlier eps were a bit more on the dramatic side, then later they became straight out hell-arious.
But the fonz was always cool, he just became a cool grownup.
I cant think of a character who became stronger, since so many are constantly being developed and refined, but heres one that ticked me off --- Chris Cagney, Cagney & Lacey.
When that first gal played her, meg whatever, she was a tough interesting charcter, then they changed her over to a weak girly girl who always seemed to make poor decisions and had one problem after another. That was a bummer. :(

I think these characters went from weak to strong:
The Fonz- "Happy Days"
Steve Urkel- "Family Matters"
Chrissy Snow- "Three's Company" (she became more dumb as each season passed but it made the show a lot funnier)

Willow on Buffy, The Vampire Slayer
[So very week in the first season! She was always the nerdy girl in distress, then she became a cool, lesbian witch]
Phoebe on Charmed
[She was treated like she was nothing in the first season, then got better, especially when Prue died. Then, she had a fall when she married the evil guy]
Rachel on Friends
[She has gotten better and stopped living off daddy's money]
Victoria on Dark Shadows
[It seemed like she was just the dumb brown in the beginning, and she developed better as a character]
Olive on Veronica's Closet
[She didn't seem important at all in the first season, though she was in the beginning credits (same with Cordelia, BuffyTVS, 1st season) but she became such a big part of the show]
Lucy on I Love Lucy
[She was always being pushed around by Ricky, like she was a little child, and she was gonna get severly punished. I liked it when she pushed him around for a change!]
Sometimes a character becomes stronger because he or she was originally a supporting charcter then became a lead character. Here a couple of examples.
Fraser Crane - Frasier really became stronger from "Cheers" to "Frasier"
Rose Nyland - same as above.
Dwayne Wayne - "A Different World" actully all the characters on that show became stronger after Lisa Bonet left the show, it became more of a esumble show after she left, but the Dwayne character in particular became stronger.
