I'd say Rebecca because she had bigger shoes to fill than Woody did. She largely contributed to the show lasting as long as it did. I really enjoyed the Woody character, but he was very similar to Coach in a lot of ways.

Rebecca was originally written as an uptight, no-nonsense business woman. It wasn't until they made her man-hungry and needy that the comedy in her came out.
