No that was in Dope, the season 1 finale. Crazy to think she's known for that and her skates and they were both from "the forgotten" season.

So, I just checked, and Tootie uses her catchphrase in "Gossip" (Season 2) as well: she says "Blair is in troublllle!" just after Nancy pushed the globe at her.
