And the Syndicated run also inserted a "Distributed by D.L. Taffner Syndication Sales" card at the end of each episode. Did it also appear on the daytime reruns in 1981, as well?

Not sure, but I did find this comment on a YouTube video (https://www.youtube.com/watch?v=Qw8C7gIeksM) showcasing that logo: "Used only on "Three's Company" and "The Ropers" reruns in syndication. From 1982, the background changed from gold to bright orange."

You are correct on both your assumptions. Chris Mann's book "Come and Knock on Our Door" confirms that these 2 episodes of "The Ropers" are syndicated with "Three's Company" and also gives the order in which they appear in syndication. The pilot of The Ropers appears in syndication order right after "An Anniversary Surprise", and "The Party" appears in syndication order right after "Triangle Troubles", which was the last originally-aired Three's Company episode in Season 3.
