According to imdb.com, Desi Arnaz was 5' 9 1/2", so you're just as far off as what you're referring to, but in the other direction. His daughter, Lucie Arnaz, is 5' 9" or 5' 10", and I can vouch for that. I've met her and she's a very tall woman. In what episode did he say he was 5' 11 1/2"?

Says who? According to imdb.com, William Frawley was 5' 9".

Desi was probably about 5 foot 9 or so . Lucy was not much shorter than him. This is a classic and one of the greatest sitcoms of all time.

I've noticed Desi Arnaz on ILL wearing shoes with some pretty "high heels" on them, especially when Lucy is wearing heels, so that he remains on either an equal or greater height than her. I have seem pictures of them standing together "in real life" when Lucy is wearing heels and she is a good 3" or 4" taller than Desi.
