I would say so because he was never really effective at beating up anyone. Only time he ever seemed to hurt a guy was when he punched them when they weren't expecting it.

He would mouse up a lot when it came to confrontation with other men. During the 2nd episode Mr. Roper made a wisecrack about Jack and Jack indirectly intimidated him with his comment about being a boxer in the Navy. And he challenged that guy to a boxing match in "Jack Goes the Distance," so Jack must have thought he could beat him (until he found out the guy was a Golden Glove champion). I think he probably boxed for fun but wasn't great at it. Brooks almosts wants to pick a fight with Jack but Jack tells him he was a boxer in the navy. Plus, there was the time he slugged Chrissy's date trying to stand up for her, not knowing he was a cop, so he does know some things about fighting.
