Whenever we say "No longer a series regular", does this mean that your are officially out of this show forever?

If not, please explain.

From what I understand it, it appears that the character on said comedy or drama is no longer a part of the regular cast but will make sporadic appearances when the story calls for it.

So yeah that character will make fewer appearances.

All it means is that that actor/character will no longer be on the show every week. They can still come back for guest appearances, special episodes, etc.
