In fact, he seemed downright slimy. In "The Family Business" episode, he wanted bribes (food, naturally) in exchange for not turning in the Evans' for starting a fix-it business. Then started bringing all his friends' broken items to be fixed for free. I think anyone would treat a guy like that poorly. He obviously softened to a degree when the character became a regular which made the fat comments seem more mean spirited especially when he was kind of being nice and they would come out of the blue. I guess it made for good comedy though. The protagonist always has to have an antagonist.
