I think you have raised some very interesting points. It may have been some degree of an overreaction for the chief to slap Julie across the face. However, it was clear that he was very concerned when it got revealed that she had been smoking. On top of that, it really bothered him that he had been lied to.

I have just begun watching this show again after many years so I have not seen this episode yet, but I wanted to respond to the Chief being too old fashioned.

IMO, I feel this is a big part of his character. He plays this tough, no non-sense cop who also has to be a single father to 3 girls. I feel it's part of the Father-Daughter relationship. My dad was also old fashioned, except when it came to boys. With us girls there were a different set of rules. Unfair? Old fashioned? Maybe, but he loved his girls and that's all I see out of the Chief, though he doesn't express it much.
