Well Urkel was defending Laura's honor in s2 where as he was just protecting himself in s1. Plus Steve probably gained some confidence in a year that he didn't have in s1.

Plus steve was a midget in season 1 and innocent he never gets angry only offended that tall guy stealing his lunch money looked old enough to be his father lol
