The Evans probably weren't on housing, the project could have gone by their income to determine their rent, So Flo could have easily added Keith to their lease.

While in college I worked with Public Housing. I believe every state has different rules/laws when it comes to Occupancy Requirements. The laws aren't that strict especially when it comes to a Mother,Father and their three children. You can have five people legally living in a 2 bedroom apartment as long as the square footage is adequate.

As long as it was over 600sq ft it was, Their apartment was bigger than a real housing project apartment. And it was easily over 600 sq ft.
