I believe that's Reinhold Weege, one of the creators of the show who could be heard laughing very loudly in a lot of the scenes. If you watch the end credits, they even include a sound bite of it as the "Starry Nite" logo is seen. His laugh makes the episodes very enjoyable to me.

i always thought at the end it was Harry Anderson laughing i been wondering who he was laughing during the show i got first 3 seasons can not wait to see number 4

I can't wait for season 4- I remember that was a great season. Really loved the 2-parter "Dan's Operation"
