Howie was played by Michael John Nunes and the minister was played by Robert Arthur.

I don't remember ever seeing Rebecca's dad on the show.

He was very much there. That was the only time they were shown, and the last time Nick & Irene Katsopolis were shown. But all 4 were mentioned again quite frequently in later seasons.
