This arguement would make sense if they had not already been picking up the kids and dropping them off at a set point. Unless the bus was going way out of its way to get them BUT if the bus goes further to pick up ESL students, why not let them hitch a ride?

Well, it states that the family moved out of the attendance area recently, and the school officials just found out (crappy records at the school?). And, I doubt it would be a big problem if they let them be an exception on the bus, unless there are concerns of running out of space, or something.
