Winnie and Kevin had relationship complications that sleeping together would have made worse,but apart from that,the show had morals.I agree that if the Wonder Years was set in this time,there'd be heaps of sex,and unwanted pregnancies: the very reason why I hate today's teen shows. In the final episode, a pivotal sequence in which Kevin and Winnie faced up to their unbreakable bond was faded out before any indication arrived on screen that, as the producers wished, they make love for the first time. And I dont think 17 is too young for sex... its a question of maturity.
