I think his hair is a ploy. I mean, he knows it looks horrible and he has the money to get some decent hair. But he keeps it for two possible reasons:

1) It has become his trademark and gets him plenty of attention from the media. And in business, any sort of attention is good.

2) He may superstitiously link it to his success. So he's afraid of changing it.
