How do you make a blend on PSP?

Theres various approaches... most of them are hard. I usually do it like this: Download a brush for the backround... then you cut out a picture with the point to point freehand selection tool and copy paste it onto the backround. Then soften the edges of the pic, or the entire picture... whatever looks better. Then You can download fonts and put whatever you want on them.

This is basically how they come out if you do it like that:
