John Amos' character was probably changed because it sounded better, producers usually tweak their shows a bit for the good. As to the question of the shows setting, it was never explained. A lot of spin-offs have had some inconsistencies from their parent show. For that matter, many episodes in a series have had inconsistencies down the line. The bottom line answer to why inconsistencies exist in any work of fiction is, "Because that's the way the writers decided to do it." Well since you want to call GT a spinoff, it's the only spinoff in sitcom history that had the setting changed without explanation and a name change of a character without explanation. So that sounds like a NEW SHOW to me, not a spinoff.
