Maybe Rachel. Phoebe has some hilarious one-liners at times, but isn't really consistently funny as a character.

I love Monica, but I've never really considered her too funny. I've always thought of her more as the straight man to everyone else. She's had some of the best one-liners though, and she's usually at her funniest when she's being neurotic and obsessive (except in the later years, when that became her ONLY characteristic).
