I have Adobe Photoshop Elements.

At the top of the screen there are some options. There should be a thing called "Size." Click that and scroll down to image size. You can then size it by pixels, inches, etc. It's really very easy.

The maximum is 150 KB. Usually sizes 260x195 (Depending on the length and width) or under are ok.
