I'm going as the scarecrow from 'The Wizard of Oz.' Matter of fact, a bunch of my family are dressing up as 'The Wizard of Oz' characters.

There's actually a cowboy in the Village People too so your Cowgirl costume would work! And your nephews are so cute!!

According to the photo site Flickr, the idea of dressing up as Robert Palmer and rounding up some same-looking women isn't new. :P
Actually, I'm surprised as to how many have pulled that off for their parties, check out the photos on there sometime. Although no men make the effort to really look like RP at all. They forget his odd hair part most of the time.
