You can see her a couple of times when Blair, Natalie, and Robert are eating. Right before the chef comes up and gives Robert the free entre you can see Clancy on the right side of the screen. She is wearing a striped shirt.
Then you can see her again just before Blair comes up from underneath the table with the napkin on her head.

Tootie: Ah, there is a Robert, and a Harper.
Blair: Natalie, you strumpet.
Natalie: Oh, it’s not like it.
Tootie: Oh it so is
Natalie: Oh, be quiet.

Blair: He is.
Mrs. Garrett: Where is he?
Tootie: Upstairs
Mrs. Garrett: Well who’s that?
Blair: Harper.

Blair/Tootie: Her boyfriend.
Mrs. Garrett: Of course. How silly of me. Got it.
