For a moment there I thought you were serious, c'mon man it's just a comedy show meant for laughs don't think too much over it.
On another note the actor who played Felipe on Three's Company Gino Conforti who is of Italian and Hispanic descent played him as a Mexican with a thick accent but the actor himself speaks English just fine.
